Program Analyst II (Policy)

The Program Analyst II (Policy) provides support to technical staff, performing a variety of both complex and analytical duties. These duties could range from routine tasks such as maintaining program files, to more complex analytical type tasks such as collecting, compiling, and analyzing data for various program documents and designing and maintaining spreadsheets in support of financial tracking systems. The Program Analyst will work closely with the team and provide input on related technical and managerial issues. The program analyst may also work with other members of the team to assist in areas such as country backstopping, overall administrative support and other duties. The Program Analyst ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual must develop a working knowledge of USAID/State policies and guidelines, as well as corporate practices and procedures. The individual is expected to become familiar with office/division technical issues and policies. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Duties and responsibilities include, but are not limited to, the following:

  1. Helps to design, maintain, and/or enhance systems and processes to support the work of the
    office, including administrative, personnel, communications, financial tracking, task tracking,
    performance management, or professional development systems.
  2. Supports analytic tasks related to foreign assistance policy, planning, performance, evaluation,
    data, and information systems, and develops a solid understanding of foreign assistance policy,
    planning, performance, and evaluation systems.
  3. Assists in the preparation of technical and programmatic communications such as cables,
    memoranda, and presentations.
  4. Provides assistance to technical staff to ensure that tasks and products comply with office/division
    and corporate policies and procedures.
  5. Works closely with partner bureaus and offices throughout State/USAID, external entities, to
    facilitate communication and planning, and develops a thorough understanding of customer
    systems, communications channels, and logistics in support of ongoing efforts and special
    events.
  6. Facilitates information dissemination and flow regarding issues relevant to the office/division’s analytic, policy, technical, and administrative equities.
  7. Participates in technical and managerial meetings for the purpose of assisting in duties, keeping
    abreast of new development and emerging issues, sharing information, and formulating
    recommendations.
  8. Keeps office/division staff informed of administrative and managerial processes and facilitates
    access to necessary processes and information system.
  9. Assists in convening technical experts in for roundtables or other fora with senior advisors, and collating and preparing analytic information and readouts.
  10. Monitors taskers, requests for information, and requests for F clearances or approvals,
    including tasking them to the appropriate F point of contact, tracking them to completion, and
    resolving the request with external parties
  11. Provides short-term backstopping support as requested for technical staff.
  12. Ensures that schedules and deadlines are met.

Qualifications, Education and/or Experiences:

  • The position requires a bachelor's degree and a minimum of 3 years of relevant professional experience or the equivalent combination of education and professional experience or high school diploma and at least 5 years of professional office experience.
  • Requires proficiency in the use of Microsoft Office with an emphasis on Excel spreadsheet skills, PowerPoint, Internet, and e-mail applications.
  • Experience in the use of database applications and presentation software is desirable. Candidates must have strong attention to detail and organizational skills.
  • The individual must be able to handle several tasks simultaneously and work quickly to meet competing deadlines.


Applicants selected will be subject to a government security investigation and must meet eligibility requirements for a “Secret” security clearance.


Salary Range: $85,000 - 92,000 annually

Work Mode: Hybrid

Work Location: Department of State Headquarters, Washington DC.
