Job Title: Acting Controller (Finance and Audit)

Location: Cairo, Egypt

Background: The Acting Controller (Finance and Audit) position supports the financial management and audit functions of the USAID/Egypt mission. This role serves as a temporary contractor covering the responsibilities of the controller until a permanent hire is made.

Key Responsibilities:

  1. Financial Management: Oversee all financial management activities of the mission, including budgeting, accounting, financial reporting, and internal controls.

  2. Audit Coordination: Coordinate external audits and reviews, liaising with auditors and providing necessary documentation and support to ensure compliance with audit requirements.

  3. Compliance Monitoring: Monitor compliance with USAID regulations, policies, and procedures, as well as local laws and regulations, ensuring adherence to financial best practices.

  4. Risk Management: Identify financial risks and vulnerabilities and develop strategies to mitigate them, safeguarding the financial integrity of USAID programs and operations.

  5. Financial Reporting: Prepare and submit accurate and timely financial reports to USAID headquarters and other relevant stakeholders, providing analysis and insights as needed.

  6. Budget Oversight: Assist in the development and monitoring of program budgets, ensuring that financial resources are allocated effectively and in line with programmatic objectives.

  7. Internal Controls: Establish and maintain robust internal control systems to safeguard assets, prevent fraud, and ensure compliance with financial policies and procedures.

  8. Training and Capacity Building: Provide training and capacity-building support to mission staff on financial management policies, procedures, and systems.

  9. Stakeholder Engagement: Collaborate with internal and external stakeholders, including government counterparts, implementing partners, and auditors, to promote transparency and accountability in financial management practices.

Qualifications:

  • Bachelor's degree in finance, accounting, business administration, or a related field. Master's degree preferred.
  • Must have served at USAID as a Controller.
  • Minimum of 10 years of experience in financial management, accounting, or auditing, with at least 5 years of experience in a supervisory role.
  • Strong knowledge of USAID financial regulations, policies, and procedures.
  • Experience in conducting audits and managing external audit processes.
  • Excellent analytical, problem-solving, and communication skills.
  • U.S. citizenship is required.
