Title: Transportation Infrastructure (Railroad) Advisor

Requesting Office: USAID/Ukraine

Duration: 12 months

Work Mode: Remote with On-Site or In-Country support as needed. (Must operate on Ukraine time zone- at 6 hours a day)

TDYs: Up to 4 TDY trips, each trip is 6 weeks in duration

Vistant is seeking a Transportation Infrastructure Advisor to support USAID/Ukraine. The Advisor advises on the planning and implementation of USAID/Ukraine infrastructure projects, which might range from infrastructure financing and attracting investment to infrastructure planning at the sector and project levels, including construction. This will include a significant focus on transportation investments, especially in the rail sector, but may involve other types of infrastructure as well.

Duties include: technical advisory support, infrastructure sector strategic and project planning, construction project coordination and advising, project structuring including feasibility analysis and financing, stakeholder and donor coordination, USAID program requirement compliance and reporting, budgeting support, and related private sector engagement support.

Specific deliverables include a project plan for rail line project and advisory papers on infrastructure investment.

Requirements:

  • Bachelor's degree and a minimum of 10 years of work experience.
  • Proven experience planning, coordinating, and implementing infrastructure projects.
  • Rail experience highly preferred, with other transportation sector experience helpful.
  • At least 5 years' relevant work experience preferred with related education in a field such as engineering, planning, railroad/transportation management, project management.
  • Familiarity with construction and engineering standards, rail or other transportation standards, contracting structures, capital financing, and international coordination all a plus.
